Instead of how you mulligan now, you just draw 7 cards every time, and then put X many cards on the bottom of your library after you keep, which is how many times you mulliganed.
So let's say you mulligan twice. Normally you'd draw 5 cards, keep, and scry 1.
Instead, you draw 7, then keep, and put 2 on the bottom of your library. No scry.

It makes decks that can function with 4-5 cards considerably more consistent. It also helps a ton with mana screw.

People were saying it will help reduce the number of games where you "just lose" because of bad draw.

It will also increase the number of games where you "just lose" to fast combo decks.
Pro Tour London is going to be Modern, so there's a real possibility that Dredge and the gang just run roughshod over the whole event.

(Maybe it gets implemented and Faithless Looting gets banned or something; the kind of decks that like mulliganing into the nuts tend to play that card)

No matter what they ban, the hard fact is that this kind of mulligan will incentivize strategies that don't mind starting with fewer than 7 cards.
It's bad for Burn/Scapeshift, and good for Bogles/Dredge.

Then it will still be good for Bogles, Infect, etc. You can't ban everything!

At the very least we will see a better idea of colors respective planeswalker hosing. I really feel its a missed opportunity to not let red have better PW hosers over black (they currently don't really have a permanent type where they excel in interaction based on cost efficiency beyond artifacts which are also white and green core identity parts and missing the enchantment tack-on, not really a huge sale there) so I hope that's delivered on.
I know, I know, face burning is fine and all but I'd really like to see people splash red in something because they actually need the way it deals with something beyond giving you a way to shock onedrops.

fungal infection, dead weight, fatal push are all B and then their removal absolutely goes insane at 2 cmc when it comes to creatures, compared to red
I'm not talking down Shock which was good enough to justify Jeskai before the rotation p much by itself but idk if flexibility for face and creatures really is that big of a draw. Why not let Red have a permanent type they actually excel at dealing with since in a way they still kind of are among the best to deal with by accidents of design in the first place (lava axe, the worlds most trusted planeswalker removal)
Seems like the obvious thing to do now that targeting rules are revised. Now burn cards can hit Planeswalkers without being able to hit players so you can give em a bit of a push.

The color isn't nonfunctional, I am simply asking for Planeswalker hosing to not be black centered (which it currently is though the oblivion ring clones do good work) but red centered based on precedence.

Well, there's definitely going to be a lot of planeswalker interaction in the new set, that's for sure. Hard to say what color will get what, but Red getting damage spells that can hit PWs without going face is looking pretty likely.

I'd actually expect most of the hosing to be printed in the set right after. Planeswalkers notoriously do not get as much interaction as other card types because it makes casual players angry if you can kill them, and the MTGA playerbase that comes over from Hearthstone would set WOTC on fire if you get something of the efficiency of a Pithing Needle in that set.

Maybe as things stand now, but nearly every deck is gonna be Superfriends in WAR. What would people hate more, losing one PW they have a four of or being unable to deal with the three the opponent has out in time?

I miss when sealed formats weren't instantly solved by the internet and you just had to suss out what you could from the cards you had. That's what made it different from constructed.
