For the record, there's one possible explanation for that that's based on game text:
Through the neck (1), back of the head (2), from the right eye to the lips (3), upper right arm (4), lower right arm (5), right ring finger (6), left elbow (7), left thumb (8), left middle finger (9), left breast (10), from the rib to the heart (11), from the stomach to the abdomen in two places (12+13), left groin (14), left thigh (15), left leg (16), left toe (17), all of them.
If we interpret that as "cut 12 and cut 13 are along the same line", you end up with 16 lines, 17 cuts and 17 pieces.

Actually, going off archer finding it ironic that both of you basically had decided to rely on a different, less battle scarred version of yourself to keep going, or the fact that he flat out states how nalstalgic it is to be fighting a servant battle with rin and lancer around, he is an archer who remembers (or at least has the book from) the 5th war or a close variant thereof.
I actually wondered during the archer route if maybe the reason his dickishness had been mildly throttled back was he was keeping his promise to continue moving forward.

It seems that Moon Cell actually records everything, allowing its own versions of Heroic Spirits to actually remember Grail Wars.

Somebody call elf, because I think I am forgetting like 3 other times where he basically looks through the 4th wall to make dead certain everybody gets that this archer was the same archer from the 5th or an extremely close variant thereof. Like I said there is also the part at the very end where he gets a tad misty eyed thinking how alike you two were at the end, seeing as how you both had to leave things to essentially, yourselves. But yeah, that's not just emiya shirou, that's 5th archer.

Archer is the same Archer. Moon Cell records a lot of "what ifs" as explained by Kotomine which is why he can exist.
