I'd say Kawakami, Caroline/Justine, Hifumi, Chihaya are the best S.Link to max asap, because it makes it a lot more time-efficient
Caroline and Justine are worth it for higher level Persona fusing alone although it'll be less useful outside of NG+ on account of money

I thought the tora link felt a little forced. Like it was written to have three more scenes, then they realized it had ran to long so they just chopped the part where you changed that one guy who kept trying to recruit him's heart.
