I though it is agreed that Ishtar is not benevolent, though FGO has her use Rin as a host which reduced her negative aspects by a little. In this way, Narita is free to present us a more malevolent and selfish Ishtar which can hammer in how much Rin has influenced her.
Her profile says she acts mean but ends up caring about people despite herself, doesn't it?
That's after infusion with Rin if I'm not wrong. Ishtar will probably be just mean and change her temper as quick as you can blink your eye.
I don't trust the mobage lifespan enough to imagine it can accommodate for the current pacing and updates on SF. Even if it sucks that they'll be stepping over each other's toes.
