Uraeus Astrape represents Cleo’s both Greek and Egyptian heritage. Uraeus, as a word, comes from a Greek word (ouraios) which represents the Egyptian word (iaret). So etymologically speaking, that in itself is a meeting of Greek and Egyptian. The Uraeus itself is, however, a symbol of the goddess Wadjet and a symbol of royalty and part of the pharaoh’s crown (it indicated, basically, that Wadjet was cool with them and protected them, reinforcing their right to the land).
The second word, Astrape, is actually a Grecian concept - Astrape and Bronte were twin goddesses in Greek mythology who were handmaidens of Zeus and were lighting and thunder respectively. If you ask why her NP is a pillar of flame, Philostratus the Elder’s description of the death of Semele contains “Astrape, flashing light from her eyes, and raging fire from heaven that has laid hold of a king’s house…… A cloud of fire emcompassing Thebes breaks into the dwelling of Kadmos as Zeus comes wooing Semele.”
Then there’s also the fact that her snake is likened to Apep (a golden snake that would represent the end if Ra and his crew didn’t kick the shit out of it every night - sometimes Apep was said to have a head of flint too, which could also explain the fire). If you think about it, Cleo having Apep makes sense since she is the final Pharaoh that kills her country, hence ending the reign of the Pharaohs, and 2nd hence, she is an Assassin (even if unintentional).
