The Iraqi Army is still a non functioning force after constant rounds of training and funding.
They did hold for a time. According to some sources, they ran out of ammunition and didn't get resupplied.
The lesson learned from Tikrit seems to be that the Iraqi army needs the numerical advantage that the Popular Mobilization militia provides them in order to effectively combat a force like ISIS in a large city. Of course, this brings its own problems.

I'm afraid that the more attention we spend to this the more likely that they will indeed demolish the ruins. I am convinced that apart from ideological and financial reasons, they also do this specifically to infuriate the West and thus look more attractive to people who hate "Western" culture and are thus possible recruits.
