I can't speak for the real-world technique, but in pop-culture it's basically an ability for crossing distance quickly. Surely the same principle applies whether it's forward or away.

and really if Amakakeru Ryu no Hirameki's first step can get to someone using Shukuchi faster than the Shukuchi user can get them, then Gae Bolg is waaaaaaaaaaaaaaaaaaaaaaaaaaaaaay before Shukuchi is gonna be effective
