    Emiya beats her, she has no burst capable of breaking through his defenses while he can blast her to pieces from range with Broken Phantasms. Even in close range she doesn't outstat him enough to defeat him decisively, so he can abuse Eye of the Mind to reach victory.

    That seems right.

    Also, in the opinion of having a personal chef, I would prefer to have a busty red-haired Onee-san over a chiseled tan tsundere, as while the latter is appealing the former is more to my taste. So in my opinion, Boudica wins that match up.
