Kinda feels like they didn't do a thorough research, since Cyrus I, founder of the Achaeminid Empire is also a candidate for the "Two-Horned King" mentioned in the Quran (and IMO likelier since he was a much better ruler than Iskander). No need to 'make up' stuff.
That's not the point of that tho. The reasoning behind was just to make it a connection to TMs Iskandar where that epithet doesn't really fit him any more, so they took that from him to Darius, who kinda needs it because as an actual historic figure he doesn't have much stuff going for him. Of course there's nothing stopping that title being passed down through Persian Kings as a crown from Cyrus so it's not much of a strech.

I don't think it was a lack of research so much as they liked that idea for x character more than y character. They've done that quite a bit even with the Japanese characters they're going to be far more familiar with. Tomoe's flames and infernal ties are far more associated with her Taira opponents than she is.

I mean, she is charismatic, just in a very weird way. It's her extraordinary presence that charms people instead of her personality.

Well, at least then they'd be honest, but maybe whoever worked on Ushi didn't have the clout to just say that stuff out loud. Didn't some other illustrator say just that in one of the previously translated profiles? Jack, maybe?
He is being honest though, he did give her a lot of armor and was told to take it off, so he ended up with even more work to do.
It's just that there isn't much to say about her design beyond what's obvious.
