That just kind of happened because people didn't agree with how to use the grail and the framework the Tohsaka used was a planetary defense mechanism that prioritized swords, projectiles, spears, mounts, 20/20 vision, crazy, and good weed
Though abandoned, forgotten, and scorned as out-of-date dolls, they continue to carry out their mission, unchanged from the time they were designed.
Machines do not lose their worth when a newer model appears.
Their worth (life) ends when humans can no longer bear that purity.
We know Heroic Spirits can be called upon for their wisdom and such, as Sanzang said, but I don't believe we've had an example of full Servant summoning that wasn't related to fighting something.

So Servants aren't neccesarily weapons, but they all have implausible fighty killy powers, just because.

War heroes are good at war. War involves killing. Even modern war veterans, unless they were medics, usually have quite a body count.

Never played CCC, although from all I hear I really ought to. All I have to go on is FGO and a little bit of Extella, and she is without a doubt nothing more than a joke in either of those.
