Yeah, but the thing is that it was a class that Nasu designed. Surely it deserves more credibility than the spin-off that Prisma Ilya is. Also, I don't see anything wrong with putting it there if someone's done it without any opposition already.

It's Kotomines job, done by a Servant. I don't think they even have a Master, and I speculate that the job can only be done by CGs (Joan is a CG afair).

Huh? I thought you could get promoted to true HS if your legend propagates. Joan made a deal with the World in life to accomplish her goals and became, and served as, a CG after her death. When her exploits were propagated(by the Church), she got promoted to true HS and no longer need to do CG duties.
The 'neutral observer' bit actually doesn't have anything to do with her life. In the Apocrypha Grail War, the Grail itself summoned a Masterless Servant, Ruler, to referee the thing. Basically what Kotomine's job was in HF5.
So no, it's really not a standard class. It seems to have its own class container and all, but it's better to think of it as a title.
I think you should think of it as a class. There is no reason why she should occupy another class slot.

A Noble Phantasm that is the confluence of Varric's peerless storytelling abilities. The tales seem so real that listeners actually feel as though they experience the events themselves. In life, they were nothing but tales, shared by a kindly bard, but as a servant, these stories possess the ability to manifest within reality. There are conditions that must be fulfilled; firstly, the 'story' cannot be so far removed from reality that it becomes logically invalid (i.e. the world of ancient Babylon was made out of cream cheese and filled with candied ponies). Secondly, there must be at least one 'listener' to the 'story'. The 'listener' can be any entity, so long as it hears and understands Varric's words, and is not Varric. Stories which do not satisfy these criteria will fail to work altogether.
In essence, this is a Noble Phantasm that reverses reality by changing destiny itself. It does not work on normal humans, because their existence is rooted to reality and therefore cannot be influenced by embellishments. The true capacity of this Noble Phantasm lies in attacking the myths of other servants, since they obey the rule 'all myths are true'. Varric's excellent ability to convince his listeners that his stories are the actual versions of things allows him to rewrite entire chunks of myth, severely weakening opponents or strengthening himself for the duration of a 'story'. So long as Varric keeps listeners captivated, it possible that all disbelief is suspended within the duration of the 'story'. The effects of this rewriting on an opponent servant will persist into reality after the 'story' ends if he is able to convince the opponent that his version was more reliable than their version of things. If not, and they reject the story following its conclusion, then the effects of this NP will only remain contained within the length of the 'story'. Any bonuses to Varric himself within the context of the 'story' will always be lost upon the 'story's' ending, because he knows and remembers his own capabilities.
'Stories' that bridge the realms of reality and fantastical exaggeration (such as Varric exaggerating his own personal feats, stating that he took down an entire hired army) may also be cut short if listeners realize that the tale is too unbelievable. Means of getting around this limitation of doubt include telling a story to someone who is not the hero (of whose tale is being altered, and who will therefore not refute the unlikelihood of such a 'story')- or telling a Berserker-class servant's story in front of it, since it has no mental capacity with which to doubt or refute anything in general. Alternatively, Varric may simply employ such literary skill that he becomes too convincing for the listening servants not to believe him.
This Noble Phantasm has a variable overall prana cost that relies on how flamboyant, pemanent and extensive the alterations to reality are. Mere activation costs nearly nothing.
Bianca- Companion of the Bard
Rank: B
Varric's most trustworthy crossbow. He carries it everywhere it goes. It is a unique four-limbed repeating crossbow with an infinite 'ammo' stock. Because of Varric's familiarity and expertise with the weapon, his strength, agility and endurance stats are boosted by one rank when Bianca is equipped. Bianca also receives a rank boost (to B+) when wielded by Varric. Aside from that, Varric also becomes capable of superhuman feats such as shooting up to five arrows in nearly the same instant, and firing arrows capable of piercing through multiple foes.

The ability to remain independent even when rejecting the prana supply from the Master. At the higher ranks it is also possible to remain for extended periods of time in this world without a established contract. Varric continually renews his servant existence by rewriting his own myth. It is possible to exist indefinitely, since he does not know how much independent action he really should have, and therefore overrides it with Embellishments.
Charisma
Rank: C+
Natural talent to command an army. Increases the ability of allies during group battles. A rare talent. Slightly below the level suitable for a king of a country.
Divinity
Rank: D
Measures whatever Divine Spirit aptitude one has. At high levels one is treated as a mixed race of a materialized Divine Spirit, and the level declines when the Heroic Spirit's own rank as a Monster, Demonic Beast raises. It can also decrease due one's dislike for the gods. It also has an effect which reduces special defensive values called "purge defense" in proportion to the Divinity's Rank. It can break through Skills such as Protection of the Faith. Varric is indirectly related to an ancestral Tethras who became a dwarven paragon, the dwarvish equivalents of Gods.
