looks like there will never be a english version of the game (probably psp isn't popular anymore)

I think people are getting excited and mistaking this thread for an actual translation project.
THERE IS NO TRANSLATION PROJECT FOR CCC GOING ON AT BEAST'S LAIR. However, there is a fan project happening at Xeno Translations (link).
There is virtually no information about its progress or examples of the translator's work. I believe the project leader has posted here in the past and some people here have given permission to use their translations.
So... someday maybe. At least, it's not a 0% chance.
If you want to play the game you need a copy of the game and a PSP. You can import it from many different retailers. There are also other ways to get a copy that I won't speak of here.
If you import a save from the first game you get a bonus costume for Hakuno.
At this point the chances of an English localization are close to zero. Fate EXTRA was a low budget project at Aksys (I know personally that nobody else in the industry would take it) when the PSP was already mostly dead outside of Japan, targeted at a niche (English-speaking TM fans) within an already minority audience (JRPG fans).

No reliable sales figures were ever published. It is rare for Japanese companies to do so. In the first place companies almost never publish units sold, just shipped.
You may be referring to VGChartz, which is not a reliable source, it is almost complete guesswork especially for the smaller stuff.
Unless you know someone who was at Aksys at the time, anything you might've heard is unfounded and often dead wrong speculation.

Ah, OK, I did a bit of digging. We will never know the actual numbers, but...
It did get #2 North American digital PSP sales in November 2011, behind Corpse Party. Good to hear.
Just asked an old colleague and he said it did better than expected. (expectations were very low) Critically it was not a failure.
Still, chances of a localization in 2015... still pretty close to zero. PSP was dead then, and it's deader now. If not for that it might have a chance. Type-Moon (well, Fate/ mainly) is actually in the mainstream anime public eye now.
If a Vita port happens, odds go up! I will ask Atlus to license it and beg them to take me back for that project, haha.
