Because it's technically not just Cybelle, it's gaining all of Rider Medusa's Skills. It just happens that Cybelle is the only thing that matters because Ana already had Monstruous Strenght and (Better) Divinity anyways. Oh, and I guess there's Independent Action? This could be situationally useful.
She doesn't want to feel left out from her sisters' terrible name pattern.
Doesn't Rider/Medusa spamming Monstrous strength have a chance of turning her into a Gorgon esque existence?
Makes me imagine Ana basically just evolving like a pokemon through the different levels of Medusa through a grail war.
Starting as herself, looking like First Order's version of Lancer Medusa midway through and then just wind ups looking like Gorgon at the end.
Would remind me of Avenger Nobu and Kama's ascension gimmicks.
But then she should have used manifestation or something else with a M to keep in line with Smile of the Stheno and Eye of the Euryale.

On the previous discussion of whether it's oral or literary fame that elevates a Heroic Spirit to the Throne, I'd say Gilgamesh's status as the first Heroic Spirit pretty clearly indicates the latter. After all people clearly told stories about heroes before Gilgamesh, they just weren't written down. Heroic Spirits are also usually described as 'recorded' or 'engraved' on the Throne, which fits writing more than speech.
Unsurprisingly, Nasu, being a writer, tends to think primarily in terms of the written word over its spoken incarnation.

We have some details written down about Egypts earlier pharaohs that predate him but the details from what I can gather are very vague.
Yeah, but there are specific details that are not written, like the gender of a hero or if its story cames from Britannia or Ireland. Or even Roma. Those are defined by rumors, hence, oral tradition. And even if they make bizarre diferences at times, they stay ambiguous and are all at the same time associated with the said hero.
And as far as I understand, the so called power that comes from the "mistery" is pretty much that. Uncertainty caused by lack of precise evidence (even more unprecise than text) is what ends up being the power of a hero + the fact that such rumor is popular.

Elesia indeed has such magic potential, but that would just mean that she has a lot to spend, she doesn't know how to use it. And whatever she does in terms of magecraft is either training from the Church or because of the contact with Roa. I also can't remember very well if it is really a thing for people to go searching for a crestless yet magic strong individuals.
But I would say that the biggest problem here is how she would be an executor, like I said, the Burial Agency is not a public place nor is engaged in recruiting like Uncle Sam to the army.
The only known possible reason Elesia went to church was because she was an irregularity and even then she was repeatedly tortured and murdered until they thought of the idea of actually training and using her.
The Agency haven't kicked her out even after she lost her immortality indicating that her potential alone + training is enough (yes, she was send against Einanshe as a test, but a similar event could have happened in Fate timeline too).
