Were those talkative guys at the department store in Ciel's route rank III dead? What was the major difference between II and I? I don't quite remember that one, but I think only III kept their personality.
Their names are Toshi and Haru, and they were most likely either Rank III or IV.

I'd recommend simply reading the vampire lecture again, but to make things short:
Rank I-II are basically just puppets that the vampire sire can manipulate. If the sire dies, they just turn back to being corpses.
Rank III and onwards can act independently.
Rank I are basically just puppets
Rank II act on instinct but can't really think on their own
Rank III have their minds intact but aren't a proper vampire yet
Ranks I and II will die if their parent vampire is killed, Rank III won't
So, if a person becomes a Rank I undead and then he or she levels up into Rank III... does that mean his or her personality return? Or perhaps, a new personality emerges?

Yes. The higher the rank of the DA that turns you, the higher the rank you can start as long as they are deliberate about it.
A person's potential in remake is based on two factors: one's resistance to the vampire curse (the more resistant the higher the potential) and one's will/ability to live.
Without inherent resistance, no matter how much you want to live you'll die to the curse.
Without the willingness to live, no matter what your inherent potential is you won't be able to be reborn as an undead.
This should be translated in the Arc route patch iirc.
original Satsuki skipped rank I to V and went directly to rank VI.
a dead apostle needs to be rank VIII to inherit Idea Blood from their Ancestor parent which is rank IX.
Vlov was rank VI when he inherited Zaria's Idea Blood.
I think there was also a mention of how I-III were the dead and after they become IV is when their parent views them as a living organism and not just an object.
What about Noel who got bitten by Vlov, but then didn't turn despite her believing that she did? Does she have resistance or was the bite not deep enough?
She simply has no talent. She wouldn't have turned regardless and was being delusional. She didn't die because Shiki pulled off a miracle there and ended the feeding so quickly.
