Sometimes in Nasuverse being on god level does not necessarily mean you have to kill everyone. You mentioned the "I can do anything", there's also the instance where she kills abstract concepts like "future" in Mirai Fukuin. I actually don't have the time to read it now, so I cannot verify, but many others are reading it.
It stopped being 'abstract' and became 'definite' in Mirai Fukuin. That's the thing.

I haven't read KnK yet so what are people talking about when they talk about Shiki's third personality?
It's basically her body, which is tied to the Spiral of Origin. The body has a personality, but usually it should not awaken. The Ryougis did some voodoo to awaken this personality.
And BAM! You have this conscious entity that is effectively the Spiral of Origin, the Source that Drives Everything in the World (part of Akasha).
During KnK Chapter 5 and during the epilogue a different personality that's not Shiki or Shiki (male personality) shows up and kicks Araya's ass (or at least talks to him. I believe the Third Personality did, but some think Ryougi did) and during the epilogue showed again to say she could recreate the world by tampering with cause and effect.

Shiki's "Third" personality is the true personality in her body. Perhaps the root personified herself. She is everything and nothing and apparently can destroy/create/recreate everything.
She created Shiki 'n' SHIKI to be personalities for the body because she herself was bored with existence. She is the root which already contains the future and past after all.
This would also be a minor detail which makes her god level

The book is very much like the anime. Things really wind down after Paradox Spiral.
Definitely read Paradox Spiral though. The Touko, Araya, and Alba exchanges are some of the best pseudo-philosophical stuff Nasu has pumped out. (Actually they are sort of old news, because Fate is pretty much built on those. Still, you get to see where all of them came from.)
Except she hasn't done anything or shown anything. So if she can(and its easy supposedly) how does it work? If she can, why can't she match most characters? She seems unreliable and or its all retcon that made her weaker. Still no feats though.But in a world building competition, Ciel fails.
