The quotation marks do not mean everything inbetween is one verse.
The quotation marks are there because the speech had to be interrupted to make room for narration of the action.
I'm not really sure how much this "line" thing holds water seeing as how Shirou's chant is only four words longer than Archer's. Are there any rules as to how many words a line should have?
While you can't see it in them pictures but during the parts that are missing the screen actually turns black on (but since there's no text on the black screen they wouldn't screencap it). So ya, non high speed is still plausible.
