Well even if we ignore the fact the statement was a complete isolation would Gae Bolg hit Sasaki if Cu had used it(or else we could just bring up the bounded field and go lolno). I do find issues with your statement(then again when do I not?). Anyway, I'm going to assume you have reasons for your statement and so therefore the problems I have you should easily explain, so here they are:
1)HA is canon
2)Disengage would work on Sasaki
3)Sasaki isn't faster than Cu
4)Talking is most likely free action(and even if it isn't Cu can say Gae Bolg in less than the time it takes for him to stab one with it)
5)Cu is mainly doing the charging scenes for kicks rather than it actually taking that long to shove 66prana into Gae Bolg(we've got to wonder why Death Flight is shorter to charge than piercing, if it takes him that long to charge as it did in the Saber and Archer fights)
Disproving some of them would allow you to be circumstantially right and I do apologise if I failed to understand that your statement was only under certain conditions.
1. Clarify what you mean by this extremely broad statement.
2. And?
3. I'm not saying that he is. I'm saying that Sasaki can attack before Cu finishes saying "Gae... Bolg!".
4. Talking isn't free when it comes to Noble Phantasms.
5. Prove it with source material.
My point is that Cu can't sit there and activate Spear of Barbaric Impalement when he's in Sasaki's range because Sasaki won't sit there and let him kill him, since he'd perceive the danger and counter before he finishes.
