1) Would they even accept summons? This is a big thing, it's possible that actual gods are sitting in the throne but just don't want to be summoned because fuck humans.
2) Would they be as powerful as you think they would be? Has Herk shown the kind of strength to split continents? Has Karna rocked universes by stomping his feet? Has Diarmuid flown like a bird?

It's quite possible, nay likely, that they would only be as powerful as King Arthur, Karna, Iskander, Saber and Herakles and perhaps even weaker, once shoved into the class container.

Exactly, that just shows that it is a valid motivation why one would do something like that.

The fact that there are already masters that have tried to break the system. In essence the HGW is just a game with rules and inevitably people will try to break the game to get an advantage.
