It probably refers to the Sacrament as a whole. That is to say, the Sacrament is the only thing allowed within the church, but Baptism isn't the only one of them. This quote kind of elaborates a little on how it works.
About the Magic Circuits, a normal person rarely acquires Magic Circuits. You can consider such cases sudden mutations. However, Kirei is not of this type. Kirei's Circuits were a gift from the divine sacrament, rewarding his father Risei's years of pious worship. Kirei was born with "the right to recreate the miracles in the divine sacrament". This "right", in other words, was the Magic Circuits. Caren did not inherit the Circuits.
Not so sure. Dragons "breathe", i.e. interact directly with nature.

I think people overestimate the dragon reactor, to be honest. It may be powerful, but I think Saber needs to spend all of that power to become a juggernaut instead of a little girl, and to fire lazors.

Even with the contract broken, she's still a Holy Grail.
She was connected to Angra Manyu, so she's still connected with the other side.
Vast amounts of magical energy are collecting in Sakura's body, and she has to periodically let it out.
It's because of that magical energy that she can keep Rider, even after the Great Holy Grail's destruction.
But she still can't use it all, so she must be giving the surplus to Shirou.
Shirou's current body has a very weak Magic Circuit, so he would return to how he was before without her help.

The description is that she was about to release a lot of magical energy at once and then shut down like a circuit breaker going off.

Where it's stated that Servants doesn't have Magic Circuits? I remember that Saber said otherwise.
I do believe it comes from the fact that Magic Circuit is a thing of "modern" magi. That limits it to those who are magi in past life, and not from the Age of the Gods. So far, not all HS we've known meet those requirements.
This is just me assuming, though.
