Saber is pretty low cost due to dragon factor. At worst Saber will be Shirou Saber.

That's from the summoning though; just contracting with a Servant doesn't have nearly the same effect. And the dragon reactor should rev up the second Saber's connected to Rin and starts getting magical energy through the leyline. Shirou only had to bang her slash feed his circuits to her soul because he's shit.
Dragon Reactor is always active as long as she's getting magical energy.
The point about Saber being mad at Rin is a good one.
She would probably force Rin to use a Command Spell on her at they very least.
