What qualifies somebody to a Master? Do you need to a magus, or is just having magic circuits enough?

To be a Master you just need to have a contract with a Servant. Usually they are Magi, because you need to be one to summon a Servant in the first place. But in certain situations regular people (Shinji, Kuzuki) can become Masters and act as a Servants 'anchor' allowing them to remain in the world. However, non-Magi are pretty useless as Masters, since they cannot give their Servants Magical Energy to feed from.
Servants are not normally be able to do so, because they don't have a Physical body to anchor a Servant to the World (Medea hacks her way around this by anchoring Kojiro to the Gate).
Maybe if it was a Servant in a 'real' body they could do it.

I think there's like three separate functions of being a Master (providing energy, holding the Command Spells, and acting as the anchor). Servants like Medea and Avicebron can fulfill the first two but require something separate for the last (the gate in the case of Assassin and the disposable homunculi in Spartacus' case).
Caster herself was an example too, since she's anchored by Kuzuki but draws mana herself while Atomic Gatorade's command spells presumably went back to the Church or the grail.
