I guess i worded it badly, but i was asking more about the whole needing mystery to harm servants. Since i think someone mentioned the reason drake was able to do it in okeanos was because she was being grail powered, while the other still living HS didn't fight servants.
Feel free to correct me, it's why i'm asking in the first place.

no explanation yet. Lots of people are wondering this because based on the Mahabharata it could be anti-world.
Shimazaki speculates that Arjuna is just letting out a teeny tiny sliver of its universe-destroying power. And anyway using its full power would totally defeat the purpose of saving the world.
Then again Fate is all original characters so maybe that's just what it was in this story.
And we have the example of Caliburn classified as "anti-unit" because of its king selection function rather than its beam cannon function.
