One can be both. There's stuff about how Heroic Spirits worshiped as deities are closer to the planet than humanity; they're still HS though. (At the extreme opposite are Guardians.)

Guardians are specifically a sub-category of HS that serve Alaya.

There's stuff saying how they're not "proper" HS in a sense because they didn't get there by being famous/important, they got there because they serve the World.
