He cuts down any Hassan who has grown weak or unworthy, and can even sever Roman's connection to the singularity. He's very likely a Grand Servant, and is capable enough of a swordsman to casually parry a full-force strike from Gawain under the sun.
Also his ability is Sand Stream.
