Herioc Spirits with Heaven/Sky attributes are typically related to or are Divine Spirits of the well, Heavenly-kind. This would exclude beings like Euryale and Stheno, since they are Aboriginal Divine Spirits.

About Herc rolling over everything is probably legit in normal Archer, but we don't know EXACTLY how strong he is. In SF he is Archer/Avenger.
But honestly, between EMIYA and Arturia there is a wide chance of Rin finding a solution.

P.S. Sometimes it bothers me how Arturia is always nerfed or have to fight heroes that "counter" her.

But if Herk was Archer, then what class would Emiya be then, as Caster was already taken? I think its little hasty to make quick assumptions just changing one factor of the War as it eventually changes pretty much everything about it. Doesn't stop it being fun though.
