No, he wasn't.
The 7th Order is in 2655 B.C., which seems to be smack-dab in the middle of Wikipedia's 2800-2500 B.C. estimate. (I'm not entirely sure where that's from, though I've seen similar estimates elsewhere.)
The earliest surviving stories we have from the Epic seem to be from roundabout 2100 B.C. or so, so at least four hundredish years after the fact. The full Epic of Gilgamesh copy is from circa 1800 B.C., apparently putting it at seven hundred to a thousand years later.
I'm not entirely sure what you're asking, to be honest?
EDIT: Even the Sumerian King's List only has him ruling for 126 years, and that list has some bullshit. The guy two rulers behind him, Lugulbanda? 1,200 year reign, I shit you not. And a god and Gil's dad, in some versions of the mythology.

Some questions about BPs.
A) Were the Hrunting shots he shoots in FHA BPs?
B) Do NPs retain their effects (ex: Hrunting being homing shots, etc) if they're shot as BPs, or no? I'm assuming they do atm, but wasn't quite sure.
Linger: Complete. August, 1995. I met him. A branch off Part 3. Mikiya keeps his promise to meet Azaka, and meets again with that mysterious girl he once found in the rain.
Shinkai: Set in the Edo period. DHO-centric. As mysterious figures gather in the city, a young woman unearths the dark secrets of the Asakami family.
The Dollkeeper: A Fate side-story. The memoirs of the last tuner of the Einzberns. A record of the end of a family.
Overcount 2030: Extra x Notes. A girl with no memories is found by a nameless soldier, and wakes up to a world of war.
1) should be or it wouldn't be as powerful as it was.

Say someone were to surgically remove one of Medusa's eyes; would it dematerialize along with her when she returns to the Throne?
Well.... Archer's Arm was able to stay around after he dies in HF, but that was only because Kirei had been able to successfully attach it to Shirou. Barring something like that? Dunno, but probably not.
"His left arm would have disappeared too if he disappeared before the transplant was completed. But that has been cut and planted to your body while Archer was still in this world. It is a part of a heroic spirit that has been connected to your Magic Circuit, and it stays in this world using your magical energy."
The HA entrans is down; I'm totally helpless. Someone please put it back up

So the answer is, implant her eyes into another Uchiha and EMIYA Alter's your uncle

Hey, there's probably an Uchiha that used the Sharingan to copy an earth release petrification technique.

Okay, happily my old laptop is still set up on stupid Japanese locale, and I have the patch files and an extractor on there. So, I see no clear answers to these, but will suggest what I think are safe inferences to make but which are probably still contradicted by a stupid side material.
A) For a start, the Hrunting shots which kill Shirō don't blow up and immediately obliterate him, so they're probably not BPs. This is also supported by the fact that the real battle has Archer pouring more and more power into each successive Hrunting, where a BP is defined by pouring energy into a Noble Phantasm until it's ready to explode. Ergo, these are not Broken.
B) Assuming I'm right on a), we can't adduce Hrunting. The other example is Caladbolg in the graveyard. Shirō's watching that arrow closely, and doesn't appear to see anything different about it compared to everything else that Archer's done, until Herakles swings at it and it blows up. When Archer uses it against Caster, (presumably) unBroken, he immediately notes that it's twisting space. And, per Rin, "…No, she knows the principle behind it. That was just a bomb" too.
It's circumstantial, but I would err on the side of assuming Broken Phantasms are purely converted to power and lose their original function.

The thing Caladbolg against Caster has for it being broken is that Shirou notes that Archer is low on mana afterward.

While that's true, wouldn't that be the case if he used it's effect anyway? Noble Phantasm's do tend to take a lot of power on average after all.
Caladbolg's strong Broken or not, and he also had to fight Caster earlier and then break out of her space-freeze, so eeeeeeeh. He ought to be low either way.
