He's super skilled. 剣聖 "Sword saint" which Musashi regards as higher than 剣豪 "swordmaster". "One step removed from the gods" followed by "wait, I wonder why I think that???" which was an interesting moment.
That said skill is not a pure measure of power level. Superior skill is good in a one on one duel but you're still basically at a disadvantage. EoR3 is was hammering this point home a lot. Musashi is weaker and at a disadvantage against most of the strong people she has to fight but it doesn't mean she can't win.

When Gil died he did something in an emergency that let him fight alongside you temporarily but then he had to pass on afterward.
More relevant examples would be Jeanne summoned like days after her death in Orleans singularity, Boudica also died very recently when she got summoned to Septem (the news had not reached Nero yet), Hassan meeting what would have been his family in Camelot, etc.
which really makes me doubt that statement unless Asunder can quote a source for it.
