Being a Heroic Spirit isn't about powerlevels and Prelati seems similar to Gilles in that most of his power comes from the demons they contracted with after the war. Prelati does have illusions besides those demons, but illusions aren't combat abilities.

Yeah but we are never told Lugh did all the job, actually the exploits are from both as a team. And we see a lot of absurd stuff that comes from Touko herself. She is kind of like the mad scientist of magi.
