I remember hearing that Angra talks a bit about it in his interlude but I haven't read that myself since NA hasn't released it yet. Something like there are Avengers who hate humanity, and Avengers that are hated by humanity. Something like that. Take this with a grain of salt until someone who's actually read it can comment.

To be fair, it's more like there's two, maybe three. The First is dead and his heir is barely alive, the Third doesn't have any current user despite the Einzbern's best attempts, and the Fourth apparently "hid itself" or something poetic along those lines?

For most practical purposes you've basically just got Zelretch and Aoko and talking about the rest is more academical than anything.

Just to clarify here, it's not exactly an error per se but...

魔術 (majutsu)
Noun, No-adjective
1. black magic; sorcery

魔法 (mahou)
Noun
1. magic; witchcraft; sorcery

These are the two words used throughout when they talk about magic. The first one, majutsu, is the lesser one, what people usually call magecraft. The latter is the "miracle" one and is what people usually call true magic. But looking at the actual definitions of the words, you can see that there's really not all too big of a difference between the two, which is where this issue arises.
Even though magecraft is the most common term, probably (and I don't know if official localizations use it at this point as well), some are strongly against it. One major reason which comes to mind is that "magecraft" is not a word. Of course it's fiction and so making up words is allowed, but that leads us into a second reason which is that it's not an actual translation of "majutsu". People just made up a weird to differentiate it.

So you have majutsu being translated as: magecraft, magic, sorcery (tho I think this last one is rare)
and at the same time you have mahou being translated as: magic, true magic, sorcery

So when someone says they are a majutsu user (魔術師, majutsushi) it means modern shitty science magic, and if they say they can use mahou (魔法使い, mahoutsukai) then that's the root-level miracle hacks only 5 remaining magic.

Now there IS a chance they CAN be used interchangably, specifically in a case where a magic-user is talking to a non-magic user, but I don't know if this actually happens (I don't remember neither what Kerry says to Shirou or what Touko says to Shiki). But anyway Touko is saying she can do magic (the shitty modern kind), not that she's one of the 5 miracle workers.

I can't really fault anyone on translating these things since every translator has a preference for the terms used with cases like this

It's the age old question that every translator faces - when trying to convey nuance do you stick to the literal meaning or do you deviate from it and try to come up with an equivalent that might be more easily understandable to a foreign audience, the so called "Woolseyism" at the risk of losing faithfulness or things being lost in translation?

Often there isn't a clear answer and the truth may lie somewhat in the middle. It's why translating things isn't a walk in the park despite what people may think.
