Rule Breaker is an Anti-Magic NP for Servant Medea but it was just a knife when she was alive. Similarly, Pain Breaker is a healing NP for Lily but should've been just a stick when she was alive.

Prillya actually has a fanbase, and I've heard mostly negative things about Apo when I see comments about it. I rarely hear people liking it. I think the consensus is Prillya is better. I personally think that Apo(novel) is decent. Sieg is trash, but I liked the side characters, and I liked the fights. Still on the lower end of the spin-offs. I think Prillya started out as trash, but eventually became good. So here's a question. Is it better to be meh throughout, or garbage for a long time, only to turn good?
A ton of my favorite Servants come from Apo so it's good.
Well I don't think this is right at all, from all I've actually seen, tbh.
Most people who actually have an actual opinion on Apo tend to think it's either very mediocre, subpar, or disappointing, rather than outright bad. The ones who do tend to shout "TRASH" I've mostly encountered on Reddit and anitwitter and the likes - big hivemind communities, where the vocal minorities (usually) are the only ones heard whatsoever - and never really in any proper discussion I've had with anyone about it. If you go with the anime, then people also tend to love most of the animation of the later episodes, which I see as having stuck with people a lot more than the "bad" parts, because I see that brought up more nowadays when talking about Apo tbh.
As for prillya, I don't want to say you're wrong here, but I do want to say that on a larger scale, what you say is more of an "outdated" opinion, so to speak. Yeah, Prillya starts out kinda bad (or kinda good, depending on what you want), and then it slowly became better, but 3rei has been dragging for so SO long, and even reading new chapters back-to-back without the 4 month hiatus between 8-page chapters, the story really does drag still. 3rei has just hit this plateau where nothing is really happening anymore and the story is progressing VERY slowly. With pretty much everyone I've talked to, when it comes to prillya, they've all lost interest at this point and have resigned themselves to the opinion of "it wasn't that good to begin with, I'm not gonna bother keeping up with it through this slump". Again, if you consider the vocals of reddit and anitwitter and the likes here as well then I'd say there's probably a good chance that it's still well-liked (tho I can imagine it's for a different reason than the good writing and pacing, when it comes to these communities).
So yeah, I personally think they're a lot closer today than people might think, though it depends on what communities' opinions you take into account, as with everything.
Meanwhile Foxtail has the big lore and Fionn shows that he is the king of spin offs.

most of the FGO cast is insanely underutilized
Fionn having a good role in Britain LB would be a dream
