Sorry, Heian was shit. Jyg started it, though, for completionism's sake, but at this point I think he's dropped it too. The people who like it just seem to be in such a minority that it's unlikely that you'll find someone who both likes it and wants to put in the effort to translate what is a pretty long chapter, all things considered. Besides, you're getting it in NA eventually anyway, and even LB6 kinda glosses over it, so no real issue there.

Heian is a strange case for me. When I first read it I really liked it, I thought it might as well be the best chapter. Then when I reached the end of it, and reread it, it's very mid. And now I forgot most of what happened in it aside from Kintoki being cool, Seimei trolling, Ibuki showing up to do some flexing, and there was Tamamo.

Let's see... Limbo is enacting a HGW in Heian by claiming it was Seimei's plan for eternal prosperity to Michinaga, which he naturally approved. The system is different that the Servants summoned are all of Caster class, with the Masters do the fightings instead, their Servants only work as supports. Then Chaldea arrived and intend to cancel the ritual since it's obviously Limbo's plot. Michinaga only agreed to do so if either Seimei himself or majority of participants agreed. They did the latter, and Limbo went for Plan B; reveal the Tree and summon additional Servants to fill the remaining energy needed for it to fully activate, including Kagekiyo and Ibuki. Limbo tried to become a Beast, but he failed the qualification and instead opt to use the Tree's power to fight Chaldea. And then they beat him.

That's the abridged version that I can remember.

Frankly, most sites do work with people who ask for leaves/temporary bans so they can focus on their life or duties without any autism involved. You might say it was autistic, but I'd say the fact that the circumstances that might make such a thing happen came to be at all is more autistic to begin with.

Also if being a bitch is an offensive then well, I suppose we'd be out of certain members.

I think the worst thing you can say about Heian is that its a story that legitimately doesn't matter, and a story in which the setup can be cool but little is done with it and "villains" grandstand and exist. Also ah yes, hype up the big monster but not actually have them have any real fight, and kill them off to become a last minute power up for Kintoki for a mecha battle.

It feels like it tries to check off a list of "cool things" but those things aren't cool because its not built up, or crafted properly.
