It's pretty apparent that since he has related objects in front of him and them adding in Lancelot's catalyst that the message is "actually Rin was wrong you really do need a catalyst."

We dont know wether that was a catalystless summoning; the grimoire he found mightve been the catalyst; the act of torturing a little boy mightve been it; the act of doing satanic rituals without really knowing what he was doing might, again, have been it. Or a combination of all those factors.
I think if a catalyst was a hard requirement then Rin would have prepared one intentionally, so I'd assume it's still possible to summon one without it but just really reckless to do so because you don't know what you'll get.
IIRC, CM3 says you don't need a catalyst. Nobody ever mentions him using a catalyst either.

I always assumed the reason Rin thought that was because Kotomine told her you dont need a catalyst for summoning. Just to, you know, see what happens and mess with her. He fed her lots of lies about the Grail War, anyways.
Everyone said Rin was wrong when she said Shirou's element was Sword.
Kotomine wanted Rin to participate. He wouldn't have completely sabotaged her summoning.
Anyway someone with access to it look at CM3 on summoning Servants, I think it said something about that.

I think if you don't use a catalyist, you get a servant that's has a compatable personality
Except apparently that's such a shitty way to do it the Grail will actually go deep and fish out a Servant that has a catalyst for you before it resorts to that.
??Servant Summoning
First, the Master performs a ritual to interfere with the Greater Grail, then the Greater Grail borrows the information of the main body of the Greater Grail in the Throne of Heroes.
The information (soul of highest purity of the Heroic Spirit) is blown into the container that is the Class, and the created copy of the Heroic Spirit is the Servant.
The Servant is an unstable existence that should not be in the world so its coordinates in the world have to be anchored, using the Master as the host. The Mater also has the role of supplying magic energy to the Servant.
When performing the ritual, the Master can designate the Heroic Spirit to be summoned by preparing a catalyst with ties to the Servant of his desire. When there is no catalyst, a Heroic Spirit with good affinity with the Master is summoned. In the case of catalysts for multiple Heroic Spirits (for example, the gates of Troy, the symbol of the Trojan War), the Heroic Spirit among the candidates that has good affinity with the Master will be chosen.
