Actually I have a legit question. Namely about how Perseus got incarnated through use of all Command Seals. It is implied Isemi's Command Seals are special or it worked because of the sheer prana that all three Seals contain?

About TATARI, I know he can only get 30% Arc and nerfed Nero Chaos and Idk if TATARI Nanaya or Vermillion Akiha are "nerfed" but why when TATARI made Roa, he is more powerful than his Tsukihime counterpart?

He didn't make Roa.
Roa was made when DoO replayed the memory of the land from a year ago (aka Tsukihime). Hence why Arc was nerfed to her really shit state, and abunch of stuff yadda yadda yadda.
Anyway, during MB it goes off of Satsuki route, supposedly. And from the Favorite Type Moon Character Poll the Super Saiyan Roa with a large amount of his old thaumaturgy appears in Satsuki route. So yeah, DoO put the world back into its state 1 year ago during Satsuki route where Roa conveniently knows much of his thaumaturgy.
