Sure? NL originally was an ability of the bow. Herakles replicated it as a technique that he could use with any weapon, but there's no reason Gil couldn't use the bow.

No one is arguing that Prillya is cannon. We are arguing whether or not it counts as fanfic.

I think there is a clear difference between a work that has the rights to use characters and setting, and a work that has literally no bearing, be it mechanics and continuity, in the original work from where its based from.
That's why I posted that pic. The author himself says that Priya is a fanfic. And why? Because people didn't like it's mechanics and continuity.

I see... well it definately isn't as cannon as Apocrypha ( and I dunno about Strange Fake cuz i havent read it) but the fact that illya projected excalibur, she was breaking rules that even Rule Breaker wouldn't break. :/

I assumed the prillya thing was a tongue in cheek joke about how nasu says PI is the Ilya route.
