That's a "No name in Extra is different from Throne EMIYA" isn't right, so basing any idea off of Extra's spirits being different would be wrong.

As far as I understand it, unless you want to postulate that the Moon Cell can interact cross-dimensionally somehow, there is no real precedent for it to have multiple records of a single Heroic Spirit.
I haven't played Extra though, so I don't actually know much about the Moon Cell with regards to how interdimensionally capable it may or may not be.

So even without actually seeing another dimension or timeline, it still knows what happened in any potential different past and future

Vlad was not a vampire, and he did not become one through reputation.

His reputation is that of a vampire. That manifests as a Noble Phantasm due to how strong that belief is.
That doesnt mean Vlad himself is one "by reputation", merely that his reputation is that of a vampire.
Extra Vlad just has some vampiric traits from innocent monster, he didnt actually become a vampire
And Apo Vlad only becomes one through the Dracula NP, not through reputation (which wouuld be innocent monster)
He has the skill innocent monster wihich allows him to transform into Dracula. He has it due to corruption of legend. He would never willingly use it though.

Thats not how Innocent monster works
Its a passive skill, you cant activate or deactivate it, and it just warps your body, it wont actually give you any vampiric powers. Bathory is an exception because additionally to innocent monster dragofieng her, she also has actual Dragon Blood as well.
