It uses Mana instead of Od, right? So could someone without properly functioning magic circuits use Formalcraft if they had the proper knowledge and training, such as Shinji for example?
No. Using mana still requires circuits.

Though considering that making circuits from nerves has to be done as part of the process to activate the real circuits, is there anything stopping someone without real circuits from just doing the first part and using that to do magecraft? Outside of the procedure's danger and that at best you're going to get E- quality circuits that can't even do reinforcement properly without breaking.

The whole thing about nerves and circuits isn't him going "I'm going to convert my nerves into circuits." He just kept repeating the process of creating the magic circuit such that, since the magic circuit slot in his inventory was already filled, he kept accidentally shoving the new ones he made into his other inventory slots.
You aren't even able to equip magic circuits to begin with if you're the wrong class. Someone like Shinji needs to up his Rogue or Fighter levels rather than even try Sorcerer.

ive been answered this question a couple times and i understand in terms of nasuverse shit, stuff doesnt have to be directly connected but is there anything that goes against the idea that strange fake is a "sequel" to stay night ie it just happens to happen after the events of stay night in a different location
Strange Fake is probably gonna be retconed to be the future of a subtle different FSN worldline to explain DAA's being mentioned, but sure if you consider Zero to be the FSN prequel then SF is the same thing.
