The Holy Church [organization] P192
One of the two big religions in the world.
Although the Holy Church somewhat lost its religious foundation due to the effects of the Great Collapse (the pole shift), it developed a new policy and adjusted its trajectory, and within the world of EXTRA maintains considerable power and influence.
On one hand there is the Holy Church, that praises the miracles that come from their holy one.
On the other hand there is the Mage’s Association, that aims to uncover all the mysteries related to man.
The battle between these two great forces form the backbone of Fate/Stay Night, however within the world of EXTRA the victor has already been determined as the Holy Church.
Well, even with that being said the Holy Church has changed since the time of its founding, and Cardinal Laurentis, who usually specializes in trickery and working behind the scenes, has begrudgingly accepted to become the Pope.
Purportedly the reason that he doesn’t want to become the Pope is because, “I’m such an atrocious fellow that it’s ridiculous to think that I could be the successor of the Pope.”
So do they still do their vampire hunting stuff? I don't think the Church has anything that relies on the planet's mana.

So in extra it isn't so much that magecraft is dead, than on life support with only od type spells being usable.
I think you still need at least a bit of ambient magical energy to cast spells, though.
shirou doesn't even know how to take in mana and he does fine
you need mana if you're going to interfere with nature like make it rain or something unless you're ciel
To run a magic formula, you have to generate magic power. As mentioned earlier, magic energy is generated by converting life force with magic circuits. Magic is classified into two major groups depending on whether life force of the magus from within (Lesser Source = Od) is converted into magic power, or the life force of nature (Great Source = Mana) coming from the outer world is taken in and converted into magic power.
The generated magic power travels through the circuit and is sent to the magic power foundation and immediately starts up the magic formula. In a narrow sense, the phenomenon that the magic formula starts is called "magic".
Note that regardless of whether the source if the Greater Source or Lesser Source, there's no difference to the magic formula to be activated. Whether you run the power generator with your own power or set up a windmill for the generator, the fact doesn't change that the "power" generated (though there will be difference in amount) is the same.

Where was the source for explanation of King Hassan sacrificing his Saint Graph to lower Tiamat's saint graph to a servant level by the way ? Was it from a Nasu's blog cause i can't remember where i read it
Are South American, African or Australian magi ever mentioned in the Nasuverse? I only can remember ever reading about mages from Asia, Europe and North America in this setting.
I don't mean Servants, I mean modern day magi and their associations.
Edit: Well, I think we can count the Egyptian magi as African, duh, but no Sub-Saharians, really?)

Modern day magi from North America? Since when?
Spoiler:
Strange/Fake. Snowfield is located in the United States, and even its police chief is a local magus.

Geographically speaking, at the very least.
