I joined two years too late...
Sometimes I miss not being disillusioned about Ackfic in the Worm fandom, but then I remember that I once said this:
Shirley can’t actually be blamed. If she hadn’t, someone else would have. Norikata kept the stuff in a wooden shack. Not very secure. Also, most of the town hated him. Eventually, they were bound to get fed up and attempt to destroy his work, burn his lab to the ground. Any fluids get into the water table, a few decades later, zombie apocalypse happens anyway.
Alternatively, pills could have been eaten by the local wildlife. Then the next time a person gets bitten by an animal, same scenario. Norikata’s lab wasn’t his lab. It was the island itself. He may not have meant for it to happen, but he certainly had considered it as one of several possible outcomes.

Yeah, I'm not a fan of how most Magi do things, but even I have to admit Noritaka can't be fairly blamed for what went down with Shirley. If I have a bottle of arsenic, tell you it's poisonous and not safe to drink and you drink it anyways and die then I can hardly be held responsible for that.
Big Daddy Emiya's only crime was a terrible eye for pupils.
I'm sure he and Tokiomi would have gotten along just fine.
