IIRC Chaldea was only created long after Olga was born, and her dad sorta all but abandoned her to go focus on his pet project. Wouldn't be surprised if she was the result of some previous scheme to save the world that Marisbury had cooking before trashing it tho, seems like something he'd do tbh.
Chaldea was activated when Olga was eleven, but built much earlier and probably planned long before Marisbilly was even born. Olga's current state being the purpose she was born for makes a lot of sense with the clues we currently have.

Throwing the question of "what for" again, Beasts were first described as "not evils to destroy humanity, but evil for humanity to destroy", so their clearly meant to be obstacles we need to overcome before going to the next stage. And according Arcueid in Melty Blood, Gilgamesh in CCC, among others, humanity's next stage is abandoning the Earth and going adventuring in space. That should be goal in all this.
