Arguably not really because it generally refers to people who are dependent on it. Rider doesn't need to do it.

Actually, that is the case under Shinji, since he can't provide her with mana. Beside, sucking blood is the best way for her to gain magical energy.
She is not a Dead Apostle (vampire), but she is a bloodsucker. For her, the most efficient, luscious way of gaining magical energy is drinking blood.
