How are members of the Church expected to materialize their black keys, if having magic circuits is unusual for them?
I'd understand it if only those few members that can use magecraft like Ciel or Kirei would make use of them, but the Black Keys themselves are described as basic weapons for every agent of the church(though they're rarely used because of their difficulty in throwing them effectively).
Most of the Black Keys are actual swords, not hilts with materialisable blades. Kotomine gave Shirou a solid one in HF, when using his circuits was a death sentence.

That's the simple answer, except Saber's supposed to be all but immune to magic. Remember, the body she has in Zero/SN is literally her normal body, not a Servant container.
