It might be that "pursuing endlessly" is simply enough to stumble your way into Avalon eventually, if Bedivere is any indication.
Kind of like how you can guarantee getting your waifu in F/GO if you pursue them endlessly - given a long enough time, that small possibility becomes certain. You just need to never give up on pursuing your waifu, and hope that your waifu waits for you until you get there.
...Actually, come think of it, how is Shirou supposed to survive in Avalon if Bedivere got petrified by the air, Merlin talks about normal folk exploding, and Gun God needs to take medicinal supplements to survive? Did he just snag a da Vinci-brand breathing mask somewhere down the line or something?

But there's nothing in the rule book that says redheads can't go to Avalon to bang the king they had a week long fling with as a teenager.

How did Saber even get there? If we are working of her being a "special being" with a destiny (or something along those lines) Shirou sounds quite similar in that regard.... or maybe she's just so starved in Avalon she is hallucinating, they didn't show you the bit where she ate the imaginary Shirou.
