The VN never states Caren is Kirei's daughter, it just gives Caren's father a backstory that overlaps a lot with Kirei's own, says Caren's name comes from a word in her father's native language, and has a moment of Angra (with Shirou's knowledge) saying "Yeah, I think I know this priest"; and lets the player connect the dots on they on their own.
That said, later gag materials, like the multiple editions of Tiger Colosseum and the 2006 patch to HA's own hanafuda, all casually refer to Kirei and Caren as father and daughter, as if there were an explicit reveal in the actual game. It's not a dodged subject anywhere outside of HA main story itself.
The part about her being raised by relatives is made up a Wikia user. Her HA backstory is that Kirei disappeared without a word when Claudia killed herself (Caren was 1 at the time) and left her to be raised by a Church. Without knowing his reasons, the people around Caren set their minds on their pet theory that her mother was seeing another man, and humiliated Caren for being (on their unproved assumptions) a daughter of adultery.
How are the people at Caren’s church supposed to know Caren’s mother was married to a Japanese man? None of them knew Claudia or Kirei, or else they would have figured out from the parents’ identities from the timing and obvious similarities the between the three.

Well it's not so much that people wouldn't/didn't know about Claudia and Kirei, but Claudia dies, Kirei up and vanishes, leaving his daughter to her fate. They don't know Kirei's a psychopath with no love for others, so they assume there's some reason he dropped Caren like a bag of crap and start making leaps in logic. So people assume she was born out of wedlock, not because her actual biological parents aren't married, but because they think Kirei isn't her birth father. Caren's name still comes from her father's native tonuge, but people can still assume she's the result of adultery. It's not all that hard to parse out.
the birth certificate had her father's name and nationality on it but her foster parents couldn't read the name because they only spoke italian so they just told her it was unknown rather than face the potential embarassment of misreading 言峰綺礼 and telling young Caren her dad was called "Genhou Ayanori" or something

What's there to mistake? 綺礼 is very obviously read Kanihatahiroshi.
Was it ever explained how Caren was able to enter Angra's dream world? She's only mentioned to be treating Bazett during her coma, but not how she could interfere with the time loop.
