    Because beam rifles are everywhere in 40k. How often do you see beam swords? Maybe there will be one in some of the Zelda games.

    Who said it was just a rifle? It's a conceptual weapon, home slice. And a beam sword can be something other than a noble phantasm too!

    Because beam guns democratize the ability to shoot things with beams and make it less special. Gun control programs are actually a mage-financed government plot to make mankind start generating hero units again.

    A Noble Phantasm recreates a Hero's feat. Without a Hero to power the beam sword, it can't shoot the devastating beam of the legend.

    Anyone who sits through a $199 course offered at DeVry Institute can fire a beam rifle, thus its just a regular weapon, like a kitchen knife.

    There are currently no "beam rifles" though. The closest things to directed energy weapons that we have are the size of a large telescope and can only burn holes in metal shielding, not chop the tops of mountains off. If a rifle sized weapon could do that, it would be international news-worthy.
