Once a Berserker gets going it starts draining you like crazy. For an average magus, they would probably run out and die very quickly. And since it's a Berserker, you can't stop it except with a Command Spell.
Now imagine trying to control a Berserker over the course of a war lasting several weeks.
Mad Enhancement like other Class Skills is always functioning but if the mana supply is very weak then a Servant is greatly weakened overall.

All Servants are "naturally draining" and Berserkers do it more.

I blame my poor phrasing, but what I'm trying to ask is whether or not other masters not Ilya could, if they have enough mana or are linked to the grail or something, increase/decrease the ME boost like Ilya is able to.
I understand that they are naturally more draining, I get that controlling your Berserker especially with high ranked ME is ungodly difficult and I know you need a shit ton and more to last several weeks with one.
Is it ever stated that Ilya is the sole person to be able to increase/decrease ME input? (or is output more correct?)
kairi is capable of preventing mordred from materializing, couldn't a master of a berserker just prevent his berserker from materializing whenever he needed
or could a berserker force it

This might be me not getting something important, but doesn't this contradict the part about information returning to the "main body" as knowledge? It just sounds like they disappear.

well the "main body" already knows that knowledge because the throne is outside of time. they just wouldn't recall it because, well, the book of their existence post-death has millions of pages
They already had that knowledge being outside time.
It's just pointing out that, for instance, you get summoned and due to circumstances you learned, say, how to expertly play a tactical video game. Well, that's great, but when Iskandar is summoned again he's not going to be better at it than the last time he was present because he carried this "new" experience back. This isn't New Game+.
Localizationing stuff
All of the information relating to what the Heroic Spirit has done or will ever do is already in the Throne, because it has no relation to time.
So you don't need to worry about that. Instead, what the passage is saying is that anything that happens with say, Iskandar in Fate/Zero, is not going to directly update his Heroic Spirit in the throne.
Does Azaka really have magic circuit? I thought her family is normal. Is she just another sudden mutation like Shirou?

Spontaneous Combustion is a method of attack that causes the target to self-combust, rather than immolating the target directly.

So I just finished Extra and I'm kind of confused.
How is the Moon Cell supposed to grant wishes? Kirei's technobabble didn't help me.
Also, what was that thing about SE.RA.PH taking form in the 7th round to eliminate Akuno? How was he/she a threat to the Moon Cell? Was it a preemptive strike because their Servant wouldn't bring herself to stop her Master if they did become a threat?
