Other than Ea I can't think of a single NP that has a "can only be equipped by X" restriction.
Now if you actually wanted to activate its special attack then all of them since the attack is a representation of the Heroic Spirit's feats.

He did- kinda. He bought one with Guilt (Sakura) and one with Friendship (Shirou). He also tried to buy one with his P0n0s, (Rin) but it... didn't go so well.
His problem was that he was too much of an asshat to keep them.
