I assumed Qin remained beacause 1) he's an irregular Ruler, as he created his Saint Graph for himself, it isn't something generated by the world; and 2) as a lostbelt native, Pan-Human History's rules have no leverage over him. As such, Metatron doesn't have the authority to freeze him.

I don't think that crest/crown/horn thing is her scissors since they are way more curved like if you look at lilith's scissors you can clearly she that they are more straight and pointed
