Also, it's kind of funny how animu takes science and twists it so badly. In a regular sized living room, there's about the same amount of water vapour as there is paint or wallpaper on a single wall (though it depends where you live, I suppose- that's about how it is in London). For an icicle machine gun, or enough water to encase your enemy in a block of ice, you'd need to waste a ton of mana reaching out over several hundred meters, maybe even a kilometer or two- and then you run into all the problems that come with sucking all the moisture out of everything (presumably including yourself, and any bystanders, and possibly your enemy).
tl;dr, water vapour is bad. If they're in a city, it'll be an easy task to get familiars to head into buildings and open up taps, or have the magus find himself a manhole, or set off fire alarms and sprinkers.
