EDIT: Eh, looks like the most sensible choice is to take Keisei Skyliner from Narita, drop off at Ueno station, change Hibiya line and get off at Minowa station. From there, it's supposedly 10 minute walk.

About Ueno station, it looks like the Keisei line actually goes to the Keisei-Ueno Station, which is like five minutes(?) walk from Ueno Station. So you'd switch there.
(I don't even get on a bus in Winnipeg without doing extensive research into the routes beforehand, this is no exception!)
