Yes, if your Servant is going to smack around serious Gilgamesh, you're doing it wrong. Servants are also nerfed unless they're summoned by Ilya because the Servant containers cannot properly emulate the awesome that is a Heroic Spirit.

Well, if your Servant is a legitimate Heroic Spirit, as in a mythical/historical person, they shouldn't be above Gil, because he is the strongest Heroic Spirit. If it's a fictional character from games/anime/whatever then that rule is irrelevant. However, everything does get SOME level of nerfage because the Servant containers simply can't handle all of that awesome.
You can't break the rules.
Gilgamesh is the rules.
And the rules say you can't break Gilgamesh.
